This
a one year pilot project that seeks to contribute to the design of
alternative, more client-oriented and client-accountable arrangements for
service provision in research and extension. The objective is to provide
insights into the factors and conditions under which the Agricultural
Research and Extension Fund (AREF) can be effective for smallholder farmer
development based upon first hand experience with generating proposals for
AREF funding, at the local level - and on a pilot basis. Results will be
used to (a)
adapt AREF procedures in such a way that funds are effectively used to
solve locally felt problems (b) prepare further pilot activities in AGRITEX.
