This paper develops the theoretical underpinning for a more advanced, more
expressive paradigm with better analytical tools than the dual systems
approach for geographic information systems (GIS).  An integrated geo-information
framework based on a system developed using a persistent programming
language is proposed.  The advantages of such a system as opposed to the
current systems are highlighted and future research work based on the
development of a robust semantic model termed UDU structure and the overall
persistent programming environment is suggested.
